I have lining paper up in my room and dont know wether to use silk paint, matt paint or emultion? Caulk on the corners, Do you mean prior to putting up the lining paper or after but before painting? I suppose it leaves the original sound foundation in good order. I think the lining paper is so that should you want to paper later,you can always get the old one off.Much more difficult if you have painted straight onto the plaster as the wallpaper paste will stick to the paint,not the plaster and peel off. But it's more likely emulsion, so I'd probably just 'dust it down' or if it's a silk finish I might wipe it down (not soak!) after you hung the paper and before the painting.
